Contracts utilised by WSROC councils - August 2018

1. Standing Offer Agreement for WR01-15/16 Mattress Collection & Processing Services contract Commenced 01/07/2016 (2 years + 2 x 1 year options) with Great Lakes Community Resources (trading as) Resource Recovery Australia Level 2, 1 - 5 Manning St, Tuncurry NSW 2428.

2. Standing Offer Agreement for WR02 – 12/13 Handling & Treatment of Hazardous Waste Including Asbestos contract commenced on 1st November 2013 for three years with two one-year options.  The WSROC Group of Councils took up the option of the final second - year extension under the same terms and conditions.

  • Previously - Beasy Pty Ltd; RMA Contracting & Toxfree took up the option of the final second - year extension under the same terms and conditions,

  • Affective Services however, did not formally take up the option of the first 1 year extension under the same terms and conditions, meaning that there is no contract in place with them.

Following various discussions, it was agreed that rather than WSROC running a new Handling & Treatment of Hazardous Waste Including Asbestos RFT, it would make sense for LGP to do so on a State/Regional basis.  Every Council should have an Asbestos Management Plan, and it would make the execution of such plans easier if an LGP contract was available for utilisation.  We were optimistic that this would serve our needs.

However, WSROC has now been advised that the estimated timeframe for an LGP RFT is as follows:

  • July 2018 – January 2019 develop scope and details of RFT in consultation with councils

  • January 2019 Issue RFT

  • July 2019 contract commences

WSROC is attempting to bring this process forward and we have offered LGP assistance.  In the interim, with participating Councils’ agreement, WSROC will seek an extension to this contract.

3. Standing Offer Agreement for WR06 – 12/13 Pavement Marking Services contract commenced on 1st October 2013 for three years with two one-year options. The WSROC Group of Councils took up the option of the final second - year extension under the same terms and conditions.

Acceptances of the extension period for the final second - year was sought on the 18th September 2017.

Responses in the affirmative were received from Avante Linemarking; Combined Traffic Management P/L, Complete Linemarking Services.

However, Allstate Linemarking Services P/L on 18/09/17 declined, as a result of the review, company resources have been relocated from the Sydney depot at Wetherill Park to the head office depot in Ormeau Queensland.

Subject to the participating Councils’ agreement WSROC will call for an RFQ utilising the existing Procurement Australia contract.
